SPARQL lets you query with NOT EXISTS, but that's a closed-world trick at the query boundary — the store stays open; the query briefly pretends it's closed.
Which brings wasNotBackedUpBy back: it's the relation RDF wasn't built to carry. In a federated graph you can never be sure nobody backed it up — somewhere else, on some other node, the triple might exist. But in the family's graph, we know who was supposed to be watching. "The family ontology can carry it because the family is small enough to close."
Ludwig Wittgenstein's first book opens: "The world is everything that is the case." Proposition 1. Seven propositions total. No negative facts in the world — negation is a truth-functional operator on propositions, not a thing the world contains. Bertrand Russell spent years arguing negative facts into ontology ("the cat is not on the mat" refers to the absent cat-on-mat-ness). Wittgenstein kept saying no.
